Wifi Calling not used if weak Wifi Calling

At home I have a very weak to no mobile network signal so I use WiFi calling.Unfortunately it seems that if there is even the slightest mobile signal the phone will use that instead of the WiFi and then the other person cannot hear me.If I go into airplane mode with the Wifi enabled then the call is crystal clear.Is this related to the provisioning of the SIM?It happens with multiple phones and I have tried factory reset the phones and using an esim but none of this fixed it.
