Why is it cheaper (at 12p per minute) to call an Australian mobile from the UK on PAYG than on a monthly contract (19p per minute)

The out of plan rates will differ as they're not the same plans.
For a PAYG SIM, it costs 1p per MB of data.
But using data outside of your allowance on PAYM costs 10.24p per MB.
There isn't an explanation I could give you for this, besides the rates being different depending on the type of plan purchased.
