unable to send or recieve texts

Not a big texter so I only realized this today, but I suspect it’s been going on for at least a month. I’m using a Huawei P20 pro and have been for over a year with no problem until now. I’ve also tried the sim in an old motorola but am still getting the same issue.

Messages appear to send as normal, but never reach the recipient. Likewise there aren’t any errors or any other indicator appearing when others text my number, but the messages never get to me. I’ve tried restarting the phone, clearing the messaging app data/cache, switching to 3g, and resetting the apn/network settings but no luck yet. The coverage in my area is also fine and I’m able to make/receive calls and use wifi/mobile data with no problem. My system software and apps are also all up to date.

I suspect there might be some pretty important messages stuck in limbo somewhere so any help resolving this would be greatly appreciated!
