How my account is saying I've used all my allowance of  10GB and my phone is saying I've only used 3GB? Thanks

In essence, the data usage on your phone is a cumulative display of data usage since your last manual reset, which may or may not match your monthly billing period.

I’d recommend what ​@MZone has said here. I’d recommend going into your device settings and aligning your data usage set limit to the data allowance you have.
