I upgraded my SIM plan on 22 May and went through allowance renewal around 13 June, but the data rollover isn’t showing in my account. Do I need to wait for another allowance renewal to see the rollover?

If you upgrade or change your plan, your rollover data may not carry over through that, it will begin again after your first month on the new plan.
