Unfortunately, with voicemail being charged at that rate, there wouldn’t be a way to avoid that whilst still roaming, sorry.

+11If you've not already set up roaming in your app / on your phone you'll be hit either way with a high bill. Secondly it depends where in the world you currently in and if it's one of many roaming countries that has a roaming agreement with our network check here for more info.

I'm in Japan it's £6 per minute for voice. So I'm obviously I'm not taking calls from the in the middle of my night, but that means people leave messages, and I'm also obviously not keen on racking up £100s just to listen to them. So wondering what alternative there is to listen to my voicemail box without having to dial it internationally.
