You can go to menu and scroll down and find what you would like or use the search bar at the top , then press on comment you would like to comment on and go to the reply box right at the bottom ;press on it and the type the press enter after your finished. If you would like to make your own topic, go to top ,look on the right and press on create topic left of the profile pic.

I pay for extra usage charges but l want to disable this feature.

Can you elaborate?
Do you mean bill capping?
If so you can change that to zero in the iD app or your iD My Account online - goodbye extra charges.
