I contacted an agent at iD and they took the number I wanted to keep and the PAC number and sorted it out for me.

I’m having the same issue for me also and I can’t access any of my online banking or anything else without getting access to my old phone number first.
I contacted an agent at iD and they took the number I wanted to keep and the PAC number and sorted it out for me.
