Hi, on my December 22 and January 23 bills I had unexpected roaming charges for when I was in France. I expected that usage to be included in my plan?

Sounds like you might have connected to a Swiss mobile network, or an Andorran mobile network, or your phone used a ferry’s mobile network while travelling between the UK and France.
Roaming at sea is expensive!
