I purchased a brand new S23 last week and after charging it 100% it needs recharging during the day. I am not on my phone constantly but 12 hours usage seems very short before recharge needed

It may be worth checking some of your settings, such as screen resolution, brightness, refresh rate etc and changing these to see if they help.

I also have an S23 less than a year old and I have to charge it twice a day. I'm not using it that much. This can't be right. It's the worse phone I've ever had

If you do a search for this problem with SG S23 then you will see that there have been a LOT of problems reported with regards to poor battery performance/drainage.
Here are a few suggestions that seemed to have worked for other people that were encountering the same problem (these were copied from SG forums):-
- Wiping the phone's cache partition can be an effective means of improving the performance of the device, and resolving any temporary software issues.
To proceed, please power off your phone, connect it to a home computer via USB cable, then press the Power and Volume Up keys together until the Samsung logo appears on screen. Release the buttons at this stage, and you should see a Recovery Mode screen. Using the Volume Down button, scroll to Wipe Cache Partition, and hit the power button to select it. Select 'Yes', then scroll to Reboot System Now on the Recovery Menu, and tap the Power button.

- Finally figured out how to fix the battery drain: turn off "battery protection" then charge the phone to 100%. Then clear the oneui app cache as well as the phone cache. This brought my battery life back to normal. I think the key thing was turning off the battery saver.
- Dial *#9900# then scroll down to battery stats reset. Click then restart your phone
