I recently joined ID mobile and requested to keep my previous phone number from my EE account on switching, provided PAC code and a date for the switch over. However this switch did not happen on the requested date nor anytime since, and my EE account is still open so they were clearly not notified of the switch either, I'm not sure what to do.

For an adviser, just ask the 24/7 chatbot to “talk to a person”.
