Phone only receiving calls and texts from numbers on id network but blocks every other network

I have had my phone for 3 weeks now and still unable to receive calls and texts from people on other networks such as O2, Vodafone etc. I have talked to numerous chat bots/agents and done all the troubleshooting. I was told to go to a currys store and I did. Currys id specialist said that I could only receive calls and texts from people on ID network and called the technical team.

It was handed over to the technical team who said they would call. No call in 48 hours at all, no update, no help. 

I have to pay for a phone that I cannot even use! The customer service has been appalling. I need someone to sort this ASAP.
