My contracts up and the upgrade offer is £6 per month above what a new customer would pay, seeing as this is the only way I can get an answer, I'm wanting to know the ID mobile official answer to leaving and rejoining as a new customer.

Failing that if you took a new number and wanted to keep your old number you would have to port the iD number you want to keep to another network PAYG (Three & ASDA are people’s go to). Once ported you would have to get another PAC and transfer the number back to your new iD account. This is called a double port or triangle port and there is nothing stopping you from doing that.
