Sim card

I ordered a SIM card 10 days ago and it hasn’t arrived. I can’t access chatbot as I don’t have access to my phone without the sim and the phone number given sends me back to chatbot! In the mean time I am being billed for a phone I cannot use. What do I do to report the missing Sim card?
