Switched plan, received text about data roaming

I’ve just switched my plan from 20gb data to 12gb data. I then received a text saying “You’ve now used 100% of your 30GB roaming data limit. From now on, roaming data will include a surcharge of £3 per GB.” I’m confused, does this mean my new plan doesn’t have data roaming included? Have I genuinely gone over my data roaming (not been with ID mobile for more than 3 months, last holiday was a month ago, so surely not)?
