I texted a short number for a competition line and I've been charged but not received a confirmation text that I would usually receive, I also only have a cap of £10 which is wouldn't come to anyways. If it hasn't gone through why have I been charged?

If the text has gone through, then you’d be charged. If it hasn’t sent, then of course, you shouldn’t be charged.
