unable to send premium rate text but all settings enabled

I want to enter a competition on my local radio station in the U.K. and need to send a premium rate text costing £2 to a short number. 
My settings within the ID app are enabled and I have enough of a buffer on my monthly bill to cover this so why am I unable to send them?. Thank you in advance for any help!

Hi Kash,

Thank you for the advice. I tried to contact chat for days to no avail. Wont be extending my contract this year . I don’t like being dictated to. I make my own decisions and pay for any calls texts. Have a nice evening.
