Unable to send texts to holland from uk

Trying to send a text to Holland  from the  UK it keeps refusing to send although roaming and premium are switched on. I get a message not sent,Why

    Yes it is set at £28 ,I am now in France and can send UK to UK but not to Belgium or Holland
