I requested an upgrade from sim only to a new phone, using the same number, but I'm being charged for an upgrade with new number, which i didnt request and haven't received a new sim for, and my sim only contract.

It sounds like you may have purchase a new line instead of upgrading, you’ll want to consider a return on the new plan or cancelling the old one.
