upgrade phone for someone with limited capacity

I have a neighbour who has limited capacity. Her phone got smashed and was thrown away. I can't login to her account as I only have her phone number, no email or passwords are available. She is 83 years old with limited capacity. she is paying direct debt of £14.65 a month not sure if that was for sim only. So that I can online food shop I will need a working phone. How can I get a replacement or an upgrade.
