WhatsApp red exclamation mark

Recently moved to ID and when sending a group message on WhatsApp I get a red exclamation mark that flashes up and disappears. Some in the group receive the message, others don't. The message then disappears from the group altogether yet it shows on my own list view for a while then disappears from there. Disappearing messages are switched off. Any ideas?

    What do WhatsApp say about this issue with their app, ​@Samjill?
