why dis i get used 100% roaming data mesaage

Just upgraded my sim only deal and immediately got a message to say I’ve used 100% of roaming data allowance. I see this has been as issue previously. Is that still the case? Please advise if I still have all of my roaming data allowance as I have not been abroad. Thanks
