Why is it cheaper to take a new contract out via uswitch than upgrade?

It is cheaper for me to buy a new contract through uswitch than directly upgrade with ID Mobile? 

I am currently on a £10 per month 30 day rolling contract.

I can get a phone & contract for £34.99 a month with uswitch, but it would cost £36.99 a month (plus £30 upfront cost) with ID direct.

Bit weird?

I think because iD Mobile care more about getting new customers, instead of also keeping their existing customers happy.
