I'm not able to pay my bill either by the app or by calling the number. but the amount have been taken from my account 2 times.

Probably best to resolve this issue by using the iD online Live Chat service, to speak to a customer adviser ​@alenalex293  

The advisers work until 8pm on weekdays and 6pm on weekends - just tell the 24/7 chatbot you’d like to “talk to a person”.

Do you mean your Direct Debit was taken twice? Only you mention you have not been able to make a payment by phone.
