With my bill cap set to zero ( £0)  does this also prevent MMS texts from being sent / charged  by accident. ?   Ie. Does a £0 bill cap prevent ANY additional charges outside of the agreed plan. ?

Yes, setting your iD account bill cap to £0, will prevent ANY out-of-plan charges, ​@seamonkey007

Does inclusive roaming (in the EU) still work if I set my bill cap to £0?

Hey there ​@rjdx, yes, for sure! Setting your bill cap to £0.00 simply blocks any out of contract charges.
