overpayment on bills

I don’t have an active direct debit set up, it happens when a payment fails, I go to pay it but then I am charged again. It’s happened on a couple months resulting in overpayment how do I claim this refund? It says I am still overdue for payment on mobile banking meaning I can’t set up my direct debit
