Welcome to USA message received in the Netherlands and data cap charged in error.

I have just travelled to the Netherlands from the UK by ferry and received a 'Welcome to the USA' message from ID. I have then incorrectly been charged an extra £5 max usage cap for date used in the USA when I haven't been out of the EU
