I have a spending cap of 0 and I have been charged double the price of my phone contract this month.

The only thing I think it could be is that I have changed my payment date but the first payment issued on the requested date was my correct contracted monthly payment, this month is the second payment since the payment date was changed . Why would I be charged double ?

Changing your payment date will usually cause the bill to be higher than usual. 

This is to incorporate the additional days of service.
