I have 38 gb of data in my existing monthly plan, yet I was charged for data today as I just arrived in Switzerland. Can’t I use my data here or am I only going to have out of plan charges for data?

Switzerland is not inclusive of Roaming so any usage here is chargeable at the Roaming rates for Switzerland.

I've just been to Switzerland and there was no way of getting data there. My phone connected to a network called Sunrise. All settings were correct. Fortunately I was only there for a couple of hours waiting for a flight, it's a dreadful country.

I’m sorry you had no data while there, as mentioned above data there wouldn’t be included in your plan but should be available should your bill cap be high enough and roaming be enabled.
