I have signal, received the roaming text message, phone says data is on and international day roaming is on, but no data connection. Why?

Is your WhatsApp working? I’m also in France and nothing working but can’t understand why WhatsApp won’t work if I’m on WiFi
WhatsApp okn on WiFi. I don't know if the data problem is a result of the outage in the UK yesterday
