How to divert all calls to voucemail while abroad

I’ve tried setting call forwarding on my iPhone to 123 but when someone calls me they just get unobtainable. In the U.K. without forwarding the answerphone works fine. Does anyone have any suggestions?

Have you tried using +447782333123, instead of 123?
