outstanding bill but the money has left my account

after changing what account my bill comes out of, this months bill failed to come out leaving me with an outstanding bill and unable to use my phone. I paid it on the ID app and the money came straight out of my account but my phone still isnt working and still says I have an outstanding bill. has anyone else had this problem? Im finding it difficult to even be able to get through to an adviser as it wont accept my details and im not sure what to do.
