I am trying to activate my replacement SIM on iphone and get as far as needing passcode but the passcode never arrives despite my asking repeatedly for it to be resent.

It sounds like you’re trying to register an online account, to activate a replacement SIM card, have you tired the following link?
https://my.idmobile.co.uk/activate-sim-outside
To register to the app, you’ll need an active SIM card, so we’d recommend activating the SIM card first.
