trouble entering pac code

I have my new ID SIM installed and activated, I have my PAC code and I want to transfer my old number across. When I follow the instructions and click the link to enter the PAC code I get an error message "The requested URL was rejected.Please consult with your administrator". What does this mean and how can I keep my number if I can't transfer it? All advice gratefully received!
