When I ring a number it tells me I have dialed the customer payment helpline.

When I ring a number it tells me I’ve dialed the customer payment helpline and it tells me that I’ve paid my bills and then hangs up. I have turned my phone on and off. It won’t let me send green text messages either. HELP!
