Is data usage and calls etc inclusive when in Dominican Republic?

When I was in DR I couldn’t receive calls or send & receive texts
I was connected to a local network at all times but it just wouldn’t work when anybody tried to call or with any texts. Highly annoying as I needed to send a bank transfer and need to receive a OTP code.
I’m going again at the end of the year so will probably switch network before!

When you went, did you enable roaming via both the iD Mobile app and website, and also via your phone’s own settings?
Also, did you ensure your bill cap was high enough to allow charges to go through?
