I have the option to call premium rate numbers set and a spending cap set but I'm unable to call premium rate numbers.

It can take a while for changes to your spend cap or services to take effect. The system says 10 minutes, but it can take a bit longer. Could you call the number now?

No, still not working. It had been preset to premium numbers but I did resave bit it made no difference.

@Louandtg Best option is to check your phone settings to see if any part or full numbers have been added to your blocked list.
