Cannot upgrade online

Can't upgrade online. 

I got an email on 11 July confirming I could upgrade as I was coming to the end of my two year contract.  

Since then, I have not been able to do so. There is no option on the app. I did a live chat yesterday and they said due to a glitch, my app has not been refreshed so I'd have to do so by phoning. 

That's simply not good enough. Anyone else in same boat?
