My sister doesn’t have her own bank account but has an email address. My self I’m already an ID account holder with one mobile number in my account. How should I go about creating an account for my sister? If I create her account under her email address and name, will I be able to pay her bill monthly with my own bank account?

Your sister would need to create an account as she would be the account holder. Yes, you can pay your sister’s iD Mobile bill using your own bank account. iD Mobile allows you to change the direct debit details to an account in your name.
