I'm looking to switch myself and my partner from EE to id mobile. Can you have multiple pay monthly Sims on one plan?

You can add more than one plan under your app if that’s what you mean yes
 

you’ll be able to see both plans under the same account. whether they can have the same bank account I don’t know
