When you upgrade does your rolling data transfer to your new phone
Data Rollover and Upgrades
When you upgrade or change your plan, your rollover data may not carry over through that change. Instead, it will begin again after your first month on the new plan.

It is the process of the upgrade where the data doesn’t necessarily roll over, as you are beginning a new plan.
