Who should I complain to about lack of or poor coverage - 3 or iD

Is it better for me to complain to 3 or iD for my poor signal problems as well as slow speeds because I haven’t tried complaining to iD yet - I’ve complained to 3 but they’re quite slow in actually doing some fixing - is iD able to put any sort of pressure on 3 or not?
