Incorrect bill after cancelling contract

So I am already with ID mobile and got a prompt to upgrade. So I did and within a few weeks i received a new phone and sim. However when i went to transfer my number i realised that I had not been upgraded and instead they made me a second account. I had not started to use the phone and so went to my local car phone warehouse and returned the phone. However I have now received a bill for the first month of usage and am still waiting to get refund from the phone I purchased. As far as I understand it they owe me money and not the other way around but due to covid I cannot get through to anyone to discuss. What should one do ?
