Why are countries like USA, UAE who attract millions of UK visitors not included in ID Mobile roaming plans?

Perhaps iD Mobile make a handsome profit from customers using their iD SIM to roam in places like the UAE, USA, etcetera.
Many ways to avoid your service provider roaming charges nowadays, especially if your handset is eSIM capable,
