Roaming charge when bill cap is on

Why I was charged for roaming offshore on the vessel if my bill cap was on 0£,please maybe someone had same issue? Doesn't look right.

    Was your bill cap set to £0.00 before the charge was made?

    Yes, I always had it on 0£

    And never had problem before
