roaming charges

I turned my phone on while in France and it immediately sent me a text saying I have used my £45 roaming spend cap. 

It has charged me £45. Roaming is included in the my plan so I shouldn't be charged anything.

Did you go anywhere near a Ship/Ferry/boat?

Hi ​@harrietmd  France is one of our free Roaming destinations which means that you can use your monthly data allowance and add-ons at no extra cost, up to 30GB.

I would assume you have travelled by ferry and used your services at sea. When you’re at sea, we recommend you don’t use your phone, and put it in flight/airplane mode until you get to shore. This is because using your phone while at sea can be very expensive.

Ferry and cruise operators often use their own phone network that’s operated via satellite. Connecting to a satellite network is much more expensive then connecting to a land operated network.
