roaming problems and second account

I recently went to Dublin and despite all the roaming boxes ticked in my app and on my phone I had no data. This happened to my step daughter last year and when I rang ID they said there was something wrong their end and then checked a box and said it should be fine. I cannot ring ID anymore - so how can I check that my step daughter and I can roam with no problems when we go away. 
 

secondly - I used to have my step daughters phone account on my app but now I cannot see it and cannot add a plan as she has a different number. How can I see her account to manage settings etc
