"Sorry your service does not allow access to this number" when calling Australian number

When I try to call an Australian number (the international mobile number for myGov +61 1300 169 468) it tells me “Sorry your service does not allow access to this number”. I have international calls enabled and a £10 bill cap.

    No, I’ve never tried calling it before.
