usa roaming fails to work

After two purchases of £20 bolt on for USA in past month neither working whilst here .All the usual advice taken on board but to no avail. Can get a refund ?

    We are very sorry to hear you have experienced issues with the data roaming add on in the USA. 

    Can you please confirm if both of the add ons have now expired? If not, what steps have been taken to troubleshoot the issue?

    Have taken all steps as advised through ID community. 
    :    Turn mobile off and on

    :    Rebooted mobile

    :    SIM card in and out

    :    Tried different networks

    :    Left iPhone off for extended period

    All failed to enable data roaming 

    As can be seen from usage there has been none
