I’m trying to regain access to my account, but the process is broken. I have (I think) a data only SIM, and the authentication codes are never received, so I can never log in to my account.

You’ll need to pop your SIM into a phone, to receive an SMS. Don’t worry this won’t cost. Have you also enabled Roaming on your iPad, these are the steps for iPhone I imagine they’ll be similar?
- Open Settings.
- Tap ‘Mobile Services’.
- Tap ‘Mobile Data Options’.
- Check that ‘Data Roaming’ toggle is turned on.
